Default 1998 Heater Control

Good Afternoon All.
I have a 1998 V70 and am having problems with the heater.
The passenger side is blowing cold air regardless of where the controller on the dash is set. I replaced the unit in the dash and nothing changed. I see that there is a control module it the heating system and was wondering if it could be the problem. I am looking for any advise that I can get, if this could be the problem, where to get it, before I tear the dash out to repair and/or replace it.
Thank you for any insite that you can provide to me.
Mike

Are you talking about the vents at your face?

It is both the top vents and the ones on the floor depending on what you set them for. I live in New England and it is still cold and in Auto it is on the floor. If you set the vent choice manually the cold air goes where you select but only on the passengers side.
