1998 V70 low beam problems

I have a V70 that I picked up about 9 months ago. The low beam on the passenger side went out, so I tried a bulb and nothing happened. I switched bulbs (L to R) and the same thing, no passenger light, but driver worked. I checked all the fuses, everything is fine. And now after driving with only one light for a couple days, both lights went out today. The high beams still work (for now).
I read that it could be the CEM (I have no idea what that means, but it keeps coming up on searches). And I found matthewsvolvosite.com tutorial on it, but when I look under my dash, I have no idea what I'm looking for.
Anyone have more advice or experience with this problem? I'm afraid if it is the CEM I'm not going to want to spend the $500. My strut spring seats are out and I just ordered parts for another $200 this morning. I'm tempted to get rid of the car.
