My v70 2.4 petrol a/c compressor has seized can't afford to replace so is it possible to use a shorter aux fan belt and omit the a/c and just use the alternator power steering pump and water pump only

 

I suppose you could try but I certainly would not recommend it. Just from eye-balling it I don't think it will clear one of the pulleys, and getting the right length/tension would be next to impossible.

Have your tried an auto junk-yard? Bring the old one with you and see if you can find something similar.
