hard/firm power steering and loud whine while turning

My 98 v70xc has stqrted to have power steering issues. The steering has always been firm, but recently it has started making whining noises when turning more than 30° in any direction.
During a visit to an auto part store on what I hope is an unrelated issue (here: https://volvoforums.com/forum/showthread.php?p=397783#post397783), we checked the fluid levels and they seemed fine, but the fluid was frothy, as if she was getting into the lines. They said that it might be the rack and pinnion, but most likely my power steering pump going out.
Are there any other tests I could perform to further diagnose and pin down the issue without taking it into the shop?
If it is the power steering pump, how involved is the swap process, amd can I do it myself?

Yeah I figured it was right up top, but certain sites say that when you buy a pump you have to replace the pump, reservoir, and/or the pump pulley. You know if they are all one in the same? I haven't got a straight answer from any of the local auto shops. Vague at best.
Also, I'm kind of wondering how quick of a job it will be. If I have to stick it up on jacks and drain fluids for more than an hour I might void my apartment's lease, and I'd rather not, for obvious reason.
