02 Volvo V70 2.4T. 116k miles. It has a starting issue. Best case scenario, it will crank after holding the key a few seconds longer then normal. Worst case scenario, it will take me several attempts to crank, sometimes requiring me to hit the gas peddle. At times it will also make a quite backfire while trying to crank. After it's running it has no issues. Doesn't seem sluggish or anything.

 

Try taking out and cleaning the idle control valve. Just spray a bunch of brake cleaner in there and let it sit and wipe dry. Do it a few times to see if that makes a difference. Could also be your fuel pressure regulator.

Does the starter engage right away when you turn the ignition? Is there a delay before the starter engages? Confused here on the symptoms

Yes, starter engages immediately. I meant that the engine turns over longer then usual before firing. I'm leaning towards a fuel issue or timing. Now at times, while stopped, the car will shudder as if it wants to shut off.

 

What kind of fuel pressure should it have while it's trying to start?

replace the FPR on the fuel rail.

 

Start with the fuel pressure regulator.. They are very common to go bad after 6+ years... Symptoms cause hard starting

 

If the car eventually starts every time, its likely the FPR. But can also be symptoms of a weak fuel pump (or wonky fuel pump relay).

 

The parts store says that my car does not have a fpr. Is this correct?

 

Correct. There is no FPR.

Sounds like a timing issue

 

I lined up the timing marks, seems to be timed correctly. Is there a way to hook up a standard timing light to it?

 

No. There could be an issue with the VVT causing the timing to be off even if the marks align.

 

I checked for continuity on the vvt and wiring. All seems fine. Any clue what the voltage should be?

 

I'm talking about a mechanical fault in the CVVT hub.

 

It's called a fuel pressure damper, FCP Euro has them for about $25 I believe.
