2001 V70, radiator fan won’t come on when AC is on.

2001 V70, radiator fan won’t come on when AC is on.
My brother gave me his V70 about a month ago. I just replaced the AC compressor, radiator and idler pulley.
This last weekend I finally got it back together and charged the AC and noticed the fan does not come on. The AC works, but no radiator fan, so I used a big electric fan I have to test the AC.
I do have 12v power at the connector at all times. So I’m looking a way to test if the fan is bad, or the control module, or if the signal to turn it on is not working.
Does anyone know what signal is supposed to be on the small gauge wire going to the control module?
Is there a way to override the cooling system to force the fan on?

PS: The fan does not come on when the car reaches temperature either, but I wrote that off because its a new radiator and the days are cooler here in the northeast. Also, the car is not road worthy yet, so I can't give it a drive test.
