Default AC low pressure charge port cap stuck

I know this is a totally lame question, but here goes.

I want to re-charge the AC in my 2001 V70, but the plastic (?) screw cap that covers the charge port is stuck and I cannot get it off. I dont dare trying to force it off because I am afraid I may damage the adjoining plumbing, so at this point I don't know what else to do (try somehow to cut it off with a dremel maybe - it is plastic, yes?)

I'll be grateful for any suggestions - thanks
