Hot air thru vents w/out a/c on & heater off.

I have a '08 v70, if the a/c is on the vent air is cold, my problem is when the outside air (not re-circ) is drawing in fresh air it feels like the heater is on, for instance it can be 50 degrees outside & with fresh non recirculated air in the vent air temp shouldn't feel like 70 or 80. Yes it has climate control but that's why I know it's set to an exact temp i.e... 60 degrees F. You must turn on the a/c for a moment to relieve the passengers. Anyway it's been to the dealer 2 times with no success. Is there a thermostat behind the dash that may be not functioning correctly? Anybody experienced something similar? It's the wife's car & her passengers are always asking if the heaters on... It's not ... & frankly I'm ready to find another Volvo or wife. (Just kidding, I love my Volvo 😍
