Default Loss of power

2004 Volvo V70 2,4 that has lack of acceleration power. Merging on to traffic, it takes a long tome to get it to 55MPH, also going uphill it looses speed down to 40MPH at high rpm. It cruises just fine at a constant speed. Code shows catalytic converter. Even after taking off the cat and driving it, same symptoms. After eplacement of throttle unit, plugs and other cleaning the problem resists diagnosis by 5 repair shops and one dealer service shop. Anyone had such a problem and found the answer? Thank you.

fuel pressure ok? any intake air problems (including from turbo to MAF - any boost leaks etc)? I wonder if you could use the OBD2 to measure boost pressure in real time...

i am currently using an android odb2 reader with torque pro and it does not show realtime boost it does show vacuume though
