Default Intermittent loss of engine power

1983 240 DL w/ 2.1L. I am at witts end. I have an Intermittent problem in that, on frequent occassion, the car will not accelerate beyone 35 mph or so. I will be driving down the road at freeway speed and suddenly the car is not capable of driving faster than 35 mph. I can shut the engine off, restart, and it will run fine again. I have had it to two mechanics and neither can figure out what is wrong because I cannot get the problem to replicate itself at the shop. Fuel pumps seem to be good andtune-up parts are fine. Alternater puts out 12 volts.Has anyone experienced this problem and, if so, how did you fix it?
