Default OBD2 Port has 12V but doesn't work!

I am pulling my hair out after several hours working on my 2001 V70 2.4T. The OBD2 port has stopped connecting using my Fixit bluetooth dongle. I will admit that I have left it plugged in for several months now because of a stupid P0014 code (that I still need to fix). I even tried to use my laptop and Vadis just to see if it was my dongle. Nope, still doesn't work. I also grabbed my voltmeter and measured battery voltage on pin 16 of the OBD2 port.

On a side note, my cigarette lighter had stopped charging my phone. The USB charger would cycle on and off repeatedly. This was witnessed by my phone making noises every time the charger would see 12 volts. I don't know if this is related at all, but thought I'd mention it.

Is my CEM toast? The car runs fine except for on cold startup. It's a little sluggish (that may be the timing belt tensioner). Is there a fuse, or relay I could check? Could it be a wiring issue? I did install a Grom unit (I followed the Ipd installation instructions). That's the only monkeying around in the interior I've done in the past few months.

yes the OBD2 port has a fuse. Check the owners manual for which box/fuse. Did you try another reader - you can borrow/rent one from Autozone etc. Just make sure you put the key to position 2 (dash lights on, engine not running).
