Default Passenger Seat Adjustment

Hello all, I am new to the forum and would like to say hello to everyone. Although I am new to the forum I am not new to Volvo's. I previously had a 2002C70 and I loved it. Long story short that is now totaled. Anyways onto the new issue. My girlfriend ended up buying a 2004 V70 and we both love it. There is an issue though.... the passenger front seat doesn't adjust. It is the manual seat. It adjusts forward and back and will pitch forward and back but it will not recline at all. I have personally tried to adjust it myself and to no avail. The lower of the two handles adjust the pitch but when I pull on the higher of the two.. nothing. I know the headrest doesn't adjust at all so we have gotten over that but you are basically stuck in a straight up, rather uncomfortable, position. I would rather not pull the whole seat out but if it boils down to that then I can and will. Any advice is appreciated. Thank you in advance.

The seat recline is adjusted by a large toothed wheel on the door side of the seat back. The levers on the door side on the bottom only adjust the seat bottom.

Addition in editing

The levers on the bottom adjust the seat as a whole including the back, but do not change the angle of the back relative to the seat bottom.

There is a small toothed wheel on the inside of the seat back which allows adjustment of the lumbar support. A larger wheel on the outside of the seat back allows adjustment of the angle of the seat back relative to the seat bottom.

Thank you. I really appreciate it. And that did work. Everything seems to be in working order on the seat.
