Default V70 xenon headlight problems

Hi all
My drivers side low beam xenon lamp went out last week. I bought a replacement (cost $200 ... Ouch!), but the new lamp just flashes when turned on, but does not stay alight.. Any ideas what other issues may be at play? I have read about ballast problems but don't know whether my car has a separate ballast for each lamp.. Or whether the ballast is built in to the back of the lamp itself. It's a D1S and has a silver box with Hugh voltage warnings at the back of the lamp itself..
The passenger side lamp stil works fine.
Any help would be appreciated

Cheers
