• 12/18/2019 – Took 2006 Volvo XC70 through Emissions – Everything normal except for CEL - Failed with code P0089
  

• 12/19/2019 – Took 2006 Volvo XC70 to a State Certified Emission Repair Shop, to either correct issue or to provide wavier. They were unable to fix the issuing causing the P0089 code but provided a wavier.
  

• When I picked up the car it had the following issues:
  
  • Message Triangle – RED
    

•  
  • Messages on info center
    
  • Headlamp Failure – Service Required
    
    • CEM-8F12 CEM Headlamp beam height control. Signal too low.
      
    • CEM-8F18 Xenon lamp left. Signal too high / signal missing
      
    • CEM-8F1C Xenon lamp right. Signal too high / signal missing
      
  • Brake Failure – Stop Safely
    
    • CEM-1A5F communication with the brake control module (BCM). Signal missing
      
  • Engine System – Service Required
    
    • P0089 Fuel Pressure Regulator (Replaced, fuel filter & fuel pressure regulator)
      
  • CCM Codes
    
    • CCM-DD12 Left-hand seat heater. No communication
      
    • CCM-DD30 Right-hand seat heater. No communication
      
  • No High Beam – indicator illuminates but high beams do not come on
    
  • Odometer/Trip – Not functional
    
  • Cruise Control – turns on but will not engage
    
  • ABS light - lit
    
  • Brake light – lit
    
    
    
• Sometimes the car will start with the Message Triangle – AMBER however it will not run for more that a a minute of so and then stalls. If the car starts with the Message Triangle – RED it seems to run okay but has the above messages/codes.
  

• 12/20/2019 - Returned the car to East Hill Tire to have it fixed and they claimed they had cleared some of the codes, however upon starting the car all of the above issues still existed. They told me it needs to be look at by a Volvo shop as they have no diagnostic tools for it. I used my iCarSoft to identify the above codes from the CEM & CCM.
  
  
  

Since I don’t really know what they did I am not sure where to begin troubleshooting. Any ideas?

 

quite often code happy meals are caused by voltage issues - ie low system voltage at some point of the drive can set off false positivesa or can be caused by circuit/ground issues. Given you have a P0089 - (low fuel pressure) which points to a fuel pressure regulator/sensor or a fuel pump issue - quite possibly caused by a ground issue. I'd start by clearing all the codes and then restart monitoring system voltage. After that you are probably looking at a more advanced diagnostic procedure. Considering your "state certified emissions repair shop" couldn't fix a low fuel pressure issue, I'd start by shopping for a shop with a Volvo factory trained tech or a dealer. My gut says the two issues are related and electrical in nature.
