Is this a serious question?
I don't believe this is truly happening. I believe you think the volume is going down when in reality it isn't. Since the air moving by the window is loud you don't hear the radio as much so it sounds like the volume is going down. And vice versa for the window going up.
Is this happening while your completely stopped and parked? Like in your driveway? Or is this happening while your actually driving? Like my speal above.

No really the volume actually drops to the point that you can barely hear it even if you open it about a 1/2 inch, I have never tried it when sitting still I will attempt to do that. Sry if it sounds like a dumb question but I know they are setup to make the sound to coinside with the speed I just thought maybe there is a problem. Sry again

I am currently having the same problem with the volume of the radio going down when I am traveling over 40mph. This happens even when I flip the sunroof up so it is not a wind noise issue. Does any one know what to do for this. I have brought it into the volvo dealer and they say nothing is wrong. I have also compared it with a brand new vehicle and the sound is much better in the new vehicle. Is this a common problem with the newer s40. Any help would be great.
