Unhappy Need help please

I was getting code P1238 turbo control valve when I tested the electric current it was at 10 volts if I ground it on engine it goes to 13 but then P1238 goes away but P0245 comes on I have purchased two control valve one oem and the other aftermarket MAC they all do the same thing can anyone point me in the right direction ready to pull my hair out here

P1238 is basically an underboost code, volvo equiv is ECM-6806... don't know what vehicle you're working on but this should help...

Diagnostic trouble code (DTC) ECM-6806 is stored if the control module deployment of the turbocharger (TC) control valve is 100 % (the control module request maximum pressure) and the measured boost pressure (from the boost pressure sensor) is lower that a calculated desired value. The fault is diagnosed by the control module when the engine speed (RPM) and load are above a certain value.

Possible source
Air leakage in the intake system.
Pressure servo for the boost pressure control (BPC) valve is incorrectly adjusted.
Sticking boost pressure control (BPC) valve
Faulty turbocharger (TC) control valve.
Damaged turbo charger (TC).

P0245 is and obvious wastegate control valve circuit fault.

Thanks for the help I found the problem while fixing pvc leak I must set large tube going to etm In wrong spot it had a small tear in it where the clamp goes put a new tube on all fixed as for the wastegate code that was my own fault those two wires aren't positive and negative like the switch says so cars all fixed except for a rich smell from car when I ask the turbo to work
