Default New replacement Light not working

2004 S60. Replaced bulb on passenger side and low beams still didn't work. Step 2 replaced fuse for passinger light and no success there. Help

Not sure about your model year but in my 2000 S40, the low beams go through a relay inside the CEM. Before you start in on assuming its the CEM, best to do some basic connectivity tests to see if you have voltage at the connector, at the fuse, at the CEM pin. Could be as simple as a connector problem or a ground wire. Also, I assume you went with a new replacement bulb? Wiring diagrams can be found at volvowiringdiagrams.com
