Seat Belt/Restraint stuck
I ordinarily keep the rear seats in my V70 stowed/down for the cargo space. Recently raised them to vacuum, found one of the 3 seats would not raise owing to the seat belt being stuck—not feeding out. 
Local mechanic estimated $200 to repair, to I just made $200 by unbolting the belt at the base.
Clearly there is something wrong with the spool. If anyone has ever encountered this problem and solved it on their own, would be great to learn about it.
