Default still getting vibration (80+km) on my 2006 V70

Hi guys, what a fiasco! when i got my car a few months ago i had my nice summer mags on and had no problems. Then a few weeks ago i got my winter steel rims with my new nokian hakkapolita 5 studded tires...lug nuts (as per volvo specs) torqued town to around 120lbs. When i started driving i felt a vibration in the steering wheel and through out the car starting around 80km/h. It would get a bit stronger as the speed went up and also when i took my foot off the gas. When braking it is not present. I have to see if it's stronger turning the wheel either way. I went back to the garage, they balanced tires..tried it again, same thing...brought it back...they called me up and told me that on the hub there is a little screw that holds the rotor to the hub? and the head of that screw was pushing up on the inside of the steel rim..(so my tires where sitting a little crooked. So they took out the screw and installed again, torqued down and even had another alignment done...started driving and still having this problem...any suggestions?
I thought of taking off the winter tires and putting my summers on again!
can the lug nuts be on too tight?
thanks
fabs
