I Currently have VADIS, what can I do if I purchase an OBD -> USB Cable? or is there a special cable that I need to hook up to my car?

You will need to find something called a VCT2000 to be able to read codes from your car.

Will that allow me to link the key that I had cut to my V40? The dealers here are charging $300 to do that...is that the standard rate?

No it will not allow you to program a key unless you purchase a Trial membership for the downloads from Volvo.

$300.00 seems a little high if it is only 1 key.

The Software is $30.00 and 1 hour labor.

I will see if I can find out anything. But it is only the capability to download.
You would have to have the Vadis and VCT2000 already.
