Volvo S60 2013 - new Xexon HID headlight - needs ballast?

I installed a new Xexon HID headlight on my Volvo S60 2013. It does not work. Could this be because it hasn't been programmed, or is it possibly the ballast/igniter wire? The old headlight did not work either (condensation/water in the headlight - did not try a new bulb).

There are likely control modules on the headlamp assembly and if you had enough water in the headlamp you may have corrosion on/in connectors for them causing the problem.

Did you check all the wirings correctly ?
