Default '97 850 Turbo: Need to remove underside of steering wheel

Hey guys,

I'm new to this forum stuff so any help would be great.

I have a 1997 Volvo 850 Tubro.
I recently bought a gps system and would like to put it on the left side of the driver's seat.
But to run the charger wire from the cigarette lighter all the way to the left side window is not practical.
And therefore, I am wondering how to remove the panel under the steering wheel so I can run the wire through there without it being seen.

Any feedback would be great seeing as though I'm not that good with cars.

Do you want to remove the lower dash panel or only the black cover on the steering column?

There is only 3 t-25 screws holding the lower panel on and thats all.
