Default Access to underside of engine fusebox?

The accessory sockets in our 2004 S60 no longer work, and I suspect that a fuse has blown. The cover of the fusebox in the engine notes that the accessories fuse is located on the "underside" of the fuse box. Only the "upper" side is accessible, and it appears to be bolted down. How does one access the "lower" side?
Many thanks.

PROBLEM SOLVED. The fuse for the accessories socket is not in the fuse box in the engine compartment but the fuse box next to the driver's seat in position #13. Replacing that fuse solved the problem.
