Unhappy 1994 850 trouble cranking and white smoke

Hi
I've got a 94 850 volvo, I'm told a 2.5 lt engine and have had some issues. Failed my smog cert 3 times after egr valve and a mountain of hoses then passed. Just replaced the seat mounts, wheel hub and 1/2 axle. Have had my heater and horn disconnected. Heater because there seemed to be coolant leaking into the vents of the car and horn after first time the horn would not stop-took the fuse out, but other things wouldn't work then once more it wouldn't stop, so now it is disconnected from the front near the radiator; however if the alarm is on and car is tampered the horn does work-lucky for me.

Anyhow, here's my current pressing issue:

Sure hope someone can help…have an 850 non-turbo volvo that is having lagging issues in starting, mostly cranks and just as I'm about to give up, engine turns over, this has been going on for the last 2 weeks. I, sometimes am seeing white smoke coming from back end.
Idle also seems running a bit higher i.e. I have a sports and econ mode to drive and its like I'm driving in the sports mode(just sounds louder and rougher). At 25/35 mph seems to be running at a higher idle than normal. BTW have also had key issues with my ignition seems as if key is getting difficult to insert and was told that eventually the pin my drop and I will either not be able to insert or remove key. Therefore, I have key inserted always and am using a club. Not sure if there is any correlation. Any ideas or suggestions?

Your hard start & starting rich problem is likely related to the temp sensor which is located under the thermostat in the housing.

Not presently (had it b4 smog cert, egg valve replaced etc). Your comments much appreciated.
