Low beam headlight not working

both sides? one side only? did you check the fuse? possible causes are 1) fuse 2) connector/wiring 3) relay (which on most Volvo's is inside the CEM). 4) Do you have halogens or xenons? if the latter, then you may have an issue with the ballast.
