Penta 5.7 Engine doesn't fire up while in water.

I have a Regal Commodore 2665 with a Volvo Penta 5.7 engine. I am reaching out today to get an advice an a problem I have on my boat and two mechanics weren't able to resolve it.
Problem description: The boat usually starts when I am at the dock with no problem. But after boating, if I decided to shut down the engine for a break or so the engine doesn't start back normal. Turn the key in the ignition will CLICK CLICK CLICK but the engine doesn't fire up. The only way I am able to fire up the engine is by keep turning the key in the ignition in one hand while in the other hand keep moving the shifter down (pimping fuel).
The batteries have been replaced already. Any other suggestions on what could be causing this?
