Default 1981 Volvo 244DL K-JET : Need help diagnosing

This is my girlfriend's car, she's had it for about 4 years and there are no service records prior to that. Its always had issues, but i'm slowly going through them. It has always had problems starting when cold. I think the Cold start injector, and cold start sequence seem to be working. I turn the key, the car will start and rev up and then stall as it tries to idle. You have to keep your foot on for a minute till it warms a little and then its bogged down until it warms up.

We've just been living with this problem because otherwise it drives pretty well.

It recently started to sound like it was skipping a cylinder when it was idling. The next day, it decided not to start. It would turn over and attempt to start, but immediately fizzle out. No start.

First, looked at the idle control motor, it was cracked, so i swapped a new one in.

Still would not start at all, so I checked the fuse box and fuel relay.
Relay looked new and shiny, and i opened it up and it also looked new inside.
Fuse box was corroded and shorting the fuel pump fuses worked to get it started.

After cleaning the fuse box it starts. The no-start problem was solved, but it still runs poorly at idle and has the original issue with cold starts. Smells rich at cold starts.

So, i replaced the fuel filter, which was badly needed. - no change

spark plugs were fouled and platinum, switched to copper - no change

coil wire was shorting on chassis, new ignition wires - no change

It starts, revs up, then stalls until its warm. Idles like its missing a cylinder.
Drives great on the freeway. More power than ever.

any ideas on what to do about this idle issue?
