could be the FPR. What happens if you jumper the fuel pump relay prior to a cold start to build fuel pressure? It could also be an intake air leak, or the idle air control valve. Finally it could be a coolant temp sensor. Not sure if you have K-Jet or what but there may also be a cold start injector that enriches the mixture for the first 20 seconds or so. I'd see what happens when you jumper the relay, then I'd spray around to look for any vacuum leaks (including the injector seals, vaccuum lines, intake air boot etc) and I'd clean the IAC valve with some carb cleaner as well as the throttle body etc.
