Default 1987 Volvo 240 GL wagon

Hi there I'm hoping to get some insight to this very odd issue and maybe someone has had.

The Issue:
I recently had my relay for my headlights go out, and melt the female part. I replaced both of those, good news is the headlights work. Bad news is the tail lights don't, ...... kind of. Break lights turn lights and reverse all work fine all the time.

I was reading my Haynes book, I pulled the Bulb Failure relay. It looks fine and put it back ran a few errands. Than i noticed my right tail light was on, even though my the switch was off and the headlights were off. And now it keeps making the noise as if you left your keys in the ignition.

The Question:
Does this sound like a faulty Bulb Failure Relay?
Or is there a different Relay?
I would think they just wouldn't work if it was a bad relay.

Any help would be awesome, I simply don't know where to begin with those weird combo of things.

Sigh electrical .

fwiw i replaced the bulb failure relay in mine and it solved a plethora of issues...
