I have a 89 Volvo just picked it up turbo wagon it runs good pulls alright but runs too ritch and craps out at 4000 to 4500 rpm if ur full throttle but if u back off to 3/4 throttle it pulls good all the way to 6 u have to find the sweet spot tho to hit high rpm within 1/4" on the gas pedal? Anyone have any ideas?

Check again to make sure you have power to the pump and it is grounded. Can you hear the pump start when you turn the key to start. Did you kink the plastic tube from the filter to the pump. Check our work because if it ran before you changed it then it should run after . If in doubt reinstall the old filter and see if it runs again.

sounds like fuel starvation to me, I concur with jagtoes.
