1990 240 sat for about 5 years no start
Hi everyone I'm new to the forums and to volvos. I'm very excited to be owning a 240 dl. My uncle is giving me the car since I was in a recent accident and need some wheels.
Parts replaced so far
Fuel sending unit and leveling system
Fuel pump and filter
Fuel pump relay
milage 120k
No power to pump when key is on. Car cranks just fine. Battery is fully charged and holds a good charge. When a jumper wire is hooked via pump relay harness pump has power and runs but still no start. Car will combust with intake cleaner. So we have spark.. I've read it could be a few different things. Ignition switch, crank sensor, ecu and Fuel pressure regulator.

OK - you have no or too little fuel pressure.
What's the fuel pressure? (you know - a gauge connected to the fuel rail?)
Do you hear the fuel pump running when you bump the starter?
Can you use a jumper wire or jumper leads (2) to bypass the relay and power the pumps?
There are some later 240s (and other Volvos) where the Fuel injection computer fails - and does not turn the fuel pump relay on. The solution - is a new (or fixed) control unit. Is it possible that's why the car was parked previously?
If so you should be able to simply take the cover off the white fuel system relay, and close the points with your fingers/small pocket knife to energize the system/fuel pumps.

For the LH 2.4 fuel injection system (which your car has), the fuel pump should run for approximately 1 second when you turn the key from off to the II position (not cranking). Therefore, I wouldn't expect to have power to the fuel pump in the II position. When the ECU sees pulses on the crank position sensor it is supposed to activate the fuel pump. When you turn the key from off to the II position (without cranking) do you hear the fuel pump run for a second? If not then it could be the problem with the ECU as described by Honk.
The problem Honk describes was mostly limited to early "pink label" ECUs used in the LH 2.4 system. From my experience the pink label ECUs were used mainly in '89 models but can't be ruled out for '90. Google "Volvo 240 pink label ECU" and you will find all kinds of info regarding identifying that ECU.
