1991 740 SW weeps on a slope

My 1991 740 StationWagon has begun to show signs of slowdown. It is at 162K right now and I can literally see it crying when trying to go up normal slopes. My place is near a low hill (15o gradient) and I have to push the gas pedal all the way down just to maintain speed speed of 30mph.
What can I do to improve my speed on slopes?

What can I do to improve my speed on slopes?
My 1987 740 turbo had problems up small slopes. Changed the air filter, and that cured it. If that doesn't work, do a general tune-up: spark plugs, new spark plug wires, new distributor cap and rotor (see www.stepbystepvolvo.com for this part). Don't know if a new fuel filter is worth it at this point because that is one tough, smelly job!
