Default 1992 740 dashboard lights

odd. my instrument panel and heater control lights all work... the dimmer dims them etc. but the lights on all the switches (except the heater controls) do NOT work. neither do the lights on the central console (seat heater switches and shift indicator)

I just changed the shift indicator backlight (not a lot of fun!) and WTF, still doesn't work.

according to the 740/940 greenbook wiring diagrams ALL these lights, including the instrument panel, are on the same circuit. battery -> positive terminal -> main light relay -> headlight switch -> fuse 21 -> (ALL the dash lights in parallel) -> dimmer power transistor in instrument panel -> ground. said dimmer power transistor is controlled by the dimmer slider next to the clock adjustment buttons.

ok, actually, the seat heater, shift indicator, and rear ashtray are on a seperate fuse, but its good too. I suppose the common link here is the blue wire from the unspecified tie point of the - side of all the lights to the instrument panel at B1 (lower connector on right side of instrument panel). that should be fun to get to? meh.
