I purchased a '91 240 sedan a couple of years ago that had the same problem. I pulled the access panel to the gas tank in the trunk to see if the wire was still connected. I found that the whole plastic piece that the wires were connected to had come loose and was just sitting on the tank.
In the trunk, I think it is in the well in the wagon, there is an access panel held by a couple of screws that leads you to the tank where the in tank pump and gas guage sending unit is. Check to make sure the wires are attached.

Funny you mention it...I lost my fuel gauge many years ago and drove using only the trip odometer to gauge fuel consumption for a few years after that. When I finally took the back seat/rear floor apart to look at the sender, I found exactly what act1292 described along with a TON of corrosion around the sending unit itself. I had to soak the top of the sending unit in PBlaster and leave it sit for 24hrs before the retaining ring would break free. I ended up replacing everything while I was in there...sender, pre pump, fuel sock, hose, retaining ring, and seal. The whole job took about 2-3hrs, most of which was spent getting the rusted ring free. The fuel gauge has worked fine ever since.
