Default 83' Volvo 245 DL fuel pump relay problem

I'm having a problem with my 83' Volvo 245 DL. I have replaced the fuel pumps, filter, and fuel pump relay. I can bypass the relay and it will start up and run fine. But, the in-tank pump stays on (because it's being bypassed). I have a genuine Volvo fuel pump relay but it won't start if I put the relay in the place of the bypass...

PLEASE HELP!

take a close look at fuses 5 and 12, and the blade fuse by the coil.

fuses 5 and 12 are fine and the blade type fuse by the coil is not broken.

make sure the red wire that enters the relay has battery voltage, and the blue-red wire has voltage with the key on.
