85' 240 DL Wagon- Tricky No-Start
So here's the story. I'm helping my cousin try and fix up his 85' wagon. Based on some history he told me, I thought for sure it was a fuel issue. And sure enough, with the key on, or cranking, the fuel pumps were doing nothing. But we knew a test for the fuel pumps: by jumping the left sides of the two pump fuses, you can get them to kick on (if they are working), and when we did this the pumps came on. Which meant that the relays are out, presumably. So I thought I'd jump the pumps and try and start the car. It cranked fine but didn't start. So I checked spark, and whatda know? No spark. Rather than just go at it guns-a-blazing I found a helpful diagnostic flow chart on a different forum site, which i have attached. First I checked for spark at the distributor side of the HT lead from the coil, and then directly at the coil. No spark. Next, I disconnected the 3-pole connector from the distributor, and jumped the b and c holes (I have the Bosch connector). I then checked for spark coming out of the coil, which is what I assume the flowchart was instructing me to do. No spark. I believe this step was to eliminate the hall sensor as the culprit? Then I checked for voltage at Terminal 15, to make sure the coil was getting power. It was, 12 volts. Following the chart, I checked for voltage at the blue wire going into the ICU (or what I think is the ICU, I've included a picture). I got 12 volts here as well. Last step on the chart, I checked the ground wire connection next to the throttle. I took it off, cleaned and sanded all the surfaces, and reconnected it. No luck. So now I'm at the end of the line. I assume now that the problem is just that the ICU is bad, but they are expensive and I do not wish to buy one. Anyone know a way to test the ICU? Or, really, anyone see a hole in my logic, or can think of something I didn't think of or missed?

indeed, thats the "Chrysler" ICU, which were used on 240's from 85 to 88. the connector to those is funky and doesn't like being mucked with. you have to pull it straight off and not rock it or you loosen the pin sleeves. I'd probably unplug it again, and use a small thin tool to carefully tighten each sleeve in the plug, squirt a bunch of dielectric grease into it, then carefully insert it straight on. don't overtighten the sleeves or they won't go back over the pins.

So I tried cleaning and tightening the fitting with fresh electric grease, and no dice. So all I can think of at this point is replacing the ICU, or I'm going to try replacing the vacuum line that goes from the intake manifold to the ICU. I don't know what it does, but air doesn't seem to flow through it easily, so maybe that's the problem.
