Default '91 740 Wagon Fuel Issue?

I have a 1991 740 Wagon. I have owned the car for about 8 months and have driven it about 2,000 miles since then. Total mileage is 202,500. I believe I have a Rex/Regina system in this car, but do not know if I have one or two fuel pumps.

I am suspicious of the fuel system. Here is what I have been noticing:
  • Even when the fuel gauge says "empty" i can never seem to put more than 8-9 gallons in.
  • When the fuel gauge "reads low" I sometimes lose power, especially when going around a big turn - like a highway on/off ramp. The power comes back when the road straightens out.
  • I seem to get horrible gas mileage, but since I can never put in more than 8-9 gallons I have a hard time believing that the fuel gauge works properly.
Thoughts on these symptoms?
