Default 93 240 random idle surging when braking in cold weather

Recently my 1993 240 has been having a idle surge when braking in reverse down my pitched driveway . Once in drive it would not happen until this morning when I came to a stop at the end of my level street it did it in drive . Once I applied the gas and drove away it did not happen again . It seems to be random still . The revving is a fast paced up and down idle . Any suggestions why so random and especially when it is cold out and engine is somewhat warm ? And always on the brakes .Thanks ,
Vince. Ps. When I mean cold I mean, New England 20 degrees cold .
Vince
