Default 93 940 turbo wagon fuel relay help!

OK, read a bunch on this issue, car starts whenever it feels like it (not often) , my son who can usually get it started says he hears a hum somewhere under the dash and then it will start up. I've heard it could be the fuel relay valve, but I'm having a hard time pulling out the panel with the cigarette lighter underneath the radio to access it. Any secret I'm missing? Any help would be appreciated, this is going to be my kids car and he's geting his license in a couple of months.

Don't force it . pop off the square cap around the cig lighter to expose two screw's, the other side is held in with clips. good luck hope this helps.
