Are the dash lights OK? Especially the "Charge" one? If that does not come on and then go off, the alternator won't start charging.

This is your charging problem's source... And, no, no relay or a fuse. It's the circuit board on the back of the instrument panel and/or ground. Have to take out the panel and look for cracks, then refloat them with solder, then retighten the screws. The ground point is behind the passenger side kick panel by the computer. Take that off and clean and apply some of your favorite electrical grease. I'do the ground first and see. As a stopgap, rev the motor up to 3000rpm and this should "excite" the alternator to start charging.

So...was this issue present before you installed the new alternator?

re did the ground ... still wont charge .. so next would be check the instrument panel for cracks ...( removing and unplug the whole panel) correct?

Yes, take the panel out, and look at the solder at the joints with a magnifying glass-sometimes cracks are not easy to spot.
