Default Crank no start 1980 242 B21A motor

Some context: After doing doing some fluid refills on my car I went to take it for a drive where it was idling concerningly low at 500rpm. At a stop sign when I went to drive I stalled it, assuming nothing of it I attempted to start it again but it wouldn’t start. I then tried to bump start it however that didn’t work either and just locked up the tires. After towing it back to my house I began diagnostics and found that it wasn’t getting spark. I tested this by removing the plug and then holding it against a ground wire and attempting to start the vehicle. No spark was observed. From there I replaced the coil pack, spark plugs, spark plug wires, dizzy cap, and dizzy rotor. There is still no spark. I also cleaned the three main grounds (valve cover to fire wall, negative terminal to block, and negative terminal to body). With the ignition set to the run position I measured roughly 9 volts coming from the wire that runs from the coil pack to dizzy, which is the right amount of voltage. I also measured where the spark plugs would ground with the block and got 12.54 Volts. I’m completely out of ideas now. Any help is appreciated.
