EGR contrl valve testing

Default EGR contrl valve testing

I'm still on the EGR system check as you can see from my earlier post. I'm now checking the vacum controller valve to EGR to be exact. The diaphragm and internal pintel valve test good according to Mr Chilton and Haynes. I figured out that increasing voltage to the valve increases vacum output to the EGR. When idiling, I got 21"Hg at the manifold and inlet to vac controller valve. Jumped the controller valve directly to the battery and only got 7.2"Hg out. Can anyone out there tell me if I should have gotten the full 21" with a full 12vdc to the controller? Does anyone have another diagnostic plan for checking this unit?
