Default Emissions problem: Fuel Filler Restrictor

I Have a 1987 254 I took it to get emissions and it passes all the Nox, CO and HC part of the test but it did fail the fuel filler restrictor size requirement. Apparently the inside diameter is too big. They say it is because it can fit a leaded fuel nozzle but the strange thing is there are no leaded fuel stations anymore. Is there a quick fix for this that any body knows of or do I have to get a whole new fuel filler neck?

Where are you located? I would think given the age of your car that it would be exempt from that regulation

I live in a suburb of denver, colorado. I know that is what I though too. I actually am a volvo technician too... none of the guys in my shop have ever heard of this either.
