Default Engine crank

I took the car to the mechanic today, and he said that the the fuel pressure was at 28 kPA, and he says that the normal pressure should be at 35 or so, he also says that the engine cranking is normal for this car because of the engine, i just find this weird and not true, also the clanking sound the car was making in the gear ****, he says that is the same transmission making the noise whenever i change the gear. Also when he was taking the pressure of the fuel, when it marked 28kPa, he noticed that was weird, so he took a nittle hose out of something and the pressure went to 35, and when he plugged the little hose in it went back to 28...is he just trying to scam me? because i find it weird. Should i take it to the volvo dealership? also he says that its NORMAL for all 940's to do this(engine cranking)

Let me just tell you that my 95 940 turbo does not make that noise, in fact the transmission runs smoothly with everychange, you only notice it on the rpms gauge.

The fuel pressure should be a little higher.
But he didn't check everything I asked you to have him check. The Rest pressure is really the only thing I need to know now to help you.

What exactly does the Trans do?
Does it make noise and feel sloppy only in the shifter when you move from Park to drive or nuetral?

The thing he did with the vaccum line was to check overall fuel pressure. He pulled the hose off the Fuel pressure regulator. The pressure goes up some.

Well i tried to tell him about the rest pressure but i couldnt figure out what that meant in spanish, so thats why i couldnt ask him to check it. the transmission only makes the clanking sound whenever im going to move it. so its with every gear, not just from p to n. so i shouldnt change the fuel pump because that is a good pressure? and what should i tell the volvo guys tomorrow so they can figure out why is it cranking over and why the shakiness!?

Have them check rest pressure.
Tell them it is idling low and the car is shaking.
The fuel pump has a Valve built into it that holds the pressure when the car is off. If it is bad you will need to replace the pump.

If it is only when you move have them check the u-joints and driveshaft carrier bearing.

the shakiness happens whenever i stop at a red light, or when im not moving, and when i turn on the car, the rev's will go down for 1 sec and then go up, this is what always happen

Is 45 dollars for a diagnostic good or is it too expensive?

I have a 1994 960 and it just would not turn over yesterday morning. I have already taken the plugs out and replaced them to make sure I have spark. When I turned the crank and checked the new plugs they were covered in gas(smelt like gas looked like oil). I'm sure that I'm getting gas to the engine but how can I make sure that my car is getting the right amount of gas pressure or am I barking up the wrong tree all together?

You will have to install a fuel guage to find out the pressure.
You might have leaking injectors. Or a bad Fuel pressure regulator.
