So I'm getting a steady stream of exhaust from the dip stick tube?

Before you say the PCV system, it was just replaced.
The old one was spewing oil and had to be done.
I replaced everything the trap, tip and hoses.

What else could be the cause of this exhaust pressure?

hmmmm...
I'd try a compression test first, see if you have a weak cylinder possibly passing pressure into the crankcase...
