Default Failed CA smog due to incorrect TDC or timing

First attempt to smog the TDC Read: 12 BTCD
Second attempt to smog the TDC Read: 31 BTCD



NO (PPM) was
1st: 3827 MAX @ 15MPH 2992 @ 25MPH
2nd: 4134 MAX @ 15MPH 3171 @ 24MPH very low on fuel

new plugs
distributor cap & rotor
wires
O2 sensor
cat converter (190 freaking dollars)

you know I think I installed a later model fuel pressure regulator?
and 89 fuel injectors new.

I passed all else nicely

any ideas on the emissions deal here?

Do you have a timing light? I could be the crank pulley ... read the fault description here ...

e ignition timing marks will no longer line up and when using a timing light you will see the timing marks slowly rotating as the outer pulley slips"

I'LL BE DAM...! this sounds correct....I did the heads not too long ago and had a funny feeling about the crank pulley....I don't recall torquing the nut?

for the nut ... tightening torque stage one is 44 lbs., stage 2 is another 60 degrees. They check the timing during the test?

60 degrees? 3/4 turn a little less right?

Thanks for that link! I'm having the same problem; failed the CA smog test because the technician wasn't able to time the engine on my '86 240. I lined up the TDC marks and the #1 piston was not at the top. I ordered another pulley so I'm hoping it will solve this problem.

The other problem was that the gas tank won't hold pressure but I'll make a new thread for that.
