Default Fuel pump not getting power

Hello, im sure this problem has been asked before, but I can't seem to find a solution to my exact set of conditions. I have a 1989 240dl wagon. It was running more or less ok untill it suddenly started to loose power and stall. Upon further review I realized my main fuel pump was not working. I tested it to see if it was getting power, with the key on it was not. When cranked, it would recieve small surges of power but nothing over 1V. I looked at the relay next but it was not getting power either, which led me to believe it had something to do with the fuse box. I got very confused here. The fuses were fine but there was a red power wire coming in to the main fuel pump terminal, giving power to that bank of fuses. The only problem was that there was no connection for the wire that would go out to the pump. Am I completely off base here, or is there a wire missing? Could the car drive on only the in-tank pump? Thanks for any possible help.

P.S. Does anyone know where to download a Factory service manual for this car?
