Default Got rear-ended, 88 245 wagon

hi all, got bumped waiting for the red light to turn green (and the a-hole drove off but i got his plate #)
i didn't see any damage but it seems like the plastic covering over the bumper is a bit loose in the middle, is this normal? is any part of you guys' bumpers loose or is it all firm?

That trim piece is held on by clips. Probably ought to take a closer look before it flies off.

The plastic cover is held on by clips as well (and maybe a rivet or two). The clips that hold the plastic cover are hidden by the trim piece that Swift mentions.
