hard to start and cannot rev
i owned volvo 940 turbo which was manufactured on 1997. Recently, i change fuel pump, fuel filter, fuel regulator, air mass, plug, cable plug, oxygen sensor, and crank sensor.
so the problem is that my volvo hard to start sometimes i have to put fuel at the fuel regulator to start up. what is the problem?

did this car have these symptoms before you changed all that stuff? btw, what is 'plug, cable plug' ?
940's weren't sold in the US after 1995, so presumably you're somewhere else. if you're somewhere else, you may have a different engine than the US model 940's most of us are familiar with, B230F or B230FT, with Bosch LH 2.4 (or Regina) injection and ignition.
a failed MAF (mass airflow meter) can cause 'hard to rev' symptoms. but it also should throw a diagnostic code with the check engine light, at least in US models.
