hard starting when cold 240

hard starting when cold 240
I know this has been posted many times but going through all the threads I found still no go.
Randomly the car is hard to start. It starts every time but normally only after pumping the gas pedal. If the car is hot it'll start right up so long as it hasn't sat for more than 30 minutes or so.
So
1991 240 wagon
B230F
2.4 Bosch FI
Normally aspirated
Check for leaks - None that I can find (spraying starter fluid over all possible leak points)
replaced:
sparks
cap/rotor
plug wires
Coil tests good (perhaps not testing it correctly > please advise)
Fuel pressure good/within spec. Both pumps tested and working by providing +12V
Pressure regulator not leaking
